PSM Medicaid Advisory Board Committee

Plan Menonita Medicaid Advisory Board shall serve to advise PSM on issues concerning service delivery and quality of all Covered Services, Enrollee rights and responsibilities, resolution of Enrollee Grievances and Appeals and the needs of groups represented by advisory board members as they pertain to Medicaid as required in article 12.1.8 of the Vital Contract.

The PSM Medicaid Advisory Board Committee consist of representatives from all Government Health Plan populations, family members, and Providers. PSM Medicaid Advisory Board Committee has equitable representation of its representatives in terms of race, gender, special populations, and Puerto Rico’s geographic areas. The PSM will hold virtual quarterly, advisory board meetings. Meetings shall focus on Enrollee issues to help ensure that Enrollee issues and concerns are heard and addressed.

Section I: Introduction

PSM Medicaid Advisory Board Committee is created to comply with Vital Contract article 12.1.8 to advise PSM on issues concerning service delivery and quality of all Covered Services, Enrollee rights and responsibilities, resolution of Enrollee Grievances and Appeals and the needs.

Section II: Vision Statement

It is the vision of the PSM Medicaid Advisory Board Committee to ensure that all beneficiaries covered under PSM Vital have timely access to quality medical care delivered in a cost-efficient manner that meets their need regardless of race/ethnicity, geography, age, or other socioeconomic factors.

 Section III: Membership

Members shall include representatives of consumer groups or consumers themselves, physicians, and other representatives of health professions who are familiar with the healthcare needs, services, and resources available for the population served by PSM. In addition, representation from the PR Department of Health.  If a member misses three consecutive regularly scheduled meetings in one year, it will be considered a voluntary resignation, and his/her membership will be automatically terminated. A member may send a substitute after notifying the Chair in advance of a meeting; the substitute will count towards a quorum and may participate in discussions but will be unable to vote.

Section IV:  Meeting

The PSM will hold virtual quarterly, advisory board meetings. Meetings shall focus on Enrollee issues to help ensure that Enrollee issues and concerns are heard and addressed.

It shall be the responsibility of PSM Quality Assurance Area to give notices of date and time of said virtual r meetings to each member of the advisory board at least ten (10) calendar days prior to each of the said meetings. A special meeting of the Advisory board may be called to discuss and consider a special items.

An agenda of meeting will be scheduled for deliberation shall be prepared and distributed to the members of the Advisory board at least ten (10) calendar days prior to a scheduled or special meeting.  Under new topics portion of a meeting, any member may add an item to the agenda.

Section V: Amendment

The Bylaws may be amended by a simple majority of the members present at any regular or special meeting of the Advisory Board if the proposed amendment is given in writing at least ten (10) calendar days before said meeting.
